Export Control Reform

Yesterday marked the one year anniversary of the beginning of Export Control Reform . On October 15, 2013, Export Control went into effect with the transitioning of Category VIII (Aircraft and Related Articles). Thirteen categories have transitioned as of today, with two more, Category XV Spacecraft on November 10th and Category XI Military Electronics on December 30th, planned before the end of the year.

Of the $2.1 billion of 600 series shipments that have been made since the start of Export Control Reform, $1.3 billion were under ECCN 9A610 for Military Aircraft.  9A619-Military Engines-is the second most widely used ECCN.  Japan and Canada were the two top destinations for 600 series goods in the first year.

As Export Control reform continues, and more and more controlled goods move from State to Commerce jurisdiction, it is important to reclassify your items, update your Policies and Procedures, Technology Control Plan, and to train relevant employees on changes.
